Morrison County Administrator Matt LeBlanc spoke on KLTF Monday morning. He stated at the Truth and Taxation public hearing last week stated that levy increase for 2026 was at 8.98% and the budget increase was 6.82% which will approved Tuesday morning at the next board meeting. The increase was due to state decreases being sent to counties around the state and all counties will have a levy and budget increase due to lack of state funds being sent out like in previous years. The Sheriff's Office, Health and Human Services costs were up this past year for their budgets for labor costs and equipment also went up and health care also increased in 2026 and had to be considered in setting the levy and budget for next year. LeBlanc stated that if you have questions call 320-632-0296. The Board will also meet on December 31st for end of year items.

Officials have identified the man who shot a Stewartville High School wrestler on Friday morning before turning the rifle on himself. Olmsted County Sheriff Kevin Torgerson held a news conference on Monday morning and said the shooter was 19-year-old Logan Moyer. He was not a coach, volunteer, or aide for the team, but had wrestled for the squad in the past. The incident happened at about 5:00 as the team was hopping on a bus to head to a meet. Torgerson said the working theory is that the shooting was not random, but he suggested the motive may never be discovered. Moyer was about 100 yards from the bus, and he targeted a wrestler who was heading across the parking lot after weighing in for the meet. All classes at both the high school and the middle school were canceled on Friday. They resumed on Monday after a late start The victim is still labeled as being in critical, but stable condition at Mayo Hospital in Rochester, about 12 hours away.
The Minnesota Attorney General’s Office issued a formal legal opinion Friday, Dec. 12, about 287(g) agreements, which are agreements state and local governments may enter into with Immigration and Customs Enforcement to authorize state or local law enforcement officers to perform certain immigration duties. The opinion finds Minnesota law does not permit sheriffs to enter into 287(g) agreements with ICE unilaterally and that the authority to enter into such agreements rests with county boards of commissioners. The opinion also states that 287(g) agreements do not permit law enforcement agencies to detain individuals solely on the basis of a civil ICE detainer request if state law does not otherwise authorize law enforcement to detain them. Earlier this year, six sheriff departments, including the Cass County and Crow Wing County sheriff offices, signed enforcement agreements with ICE. The Crow Wing County Sheriff’s Office signed an agreement for the task force model on March 25 and the warrant service officer program on March 27. Crow Wing County confirmed Friday the agreements did not come before the Crow Wing County Board but were made directly with the sheriff’s office. According to the ICE website, Cass, Crow Wing, Freeborn, Itasca, Jackson and Kandiyohi counties are participating in the agency’s 287(g) program . The three program models are jail enforcement, task force and warrant service officer. The task force model allows officers to enforce limited immigration authority while performing routine police duties, such as identifying an alien at a DUI checkpoint and sharing information directly with ICE, though an ICE supervisor determines the next steps. These officers may also exercise limited immigration authority as active participants on ICE-led task forces, the ICE website stated.
Two people are okay after the ATV they were riding broke through the ice. The Meeker County Sheriff's Office says the incident happened at about 9:45 p.m. on Saturday on Lake Francis. Twenty-year-old Nicholas Eckhoff of Dassel says that as they were coming back to shore, they hit a slushy area when the ATV broke through. Eckhoff and his passenger, 20-year-old Gabrial Laplante of Litchfield, ended up waist-deep in water. They both made it to shore safely and declined medical services. Meeker County Sheriff Brian Cruze reminds you that ice is never 100 percent safe and to use caution during early ice. As a general rule, ice should be about four inches to walk on, five to eight inches to support an ATV, nine to 12 inches to support a car, and 13 to 17 inches for a pickup. Morrison County Sheriff Shawn Larsen also put out information that many lakes are frozen but some areas are 5-8 inches think and others are less than 1 inch please put safety first if heading out on the lake and rivers in the area.
